BGIS cancels Request for Standing Offer for Consulting Services

A spokesperson for BGIS said the company will re-issue a revised solicitation incorporating industry feedback.

Brookfield Global Integrated Solutions, (BGIS), a real property service provider for the federal Department of Public Services and Procurement (PSPC), announced on June 16 that it has cancelled the Request for Standing Offer for Consulting Services on a Rotational Basis in the National Capital Region (Reference No. RFSO-3948.)

Last January, the RAIC initiated conversations with BGIS with respect to their federal government assigned properties and consultant contracts. The RAIC, with the Association of Consulting Engineers and other industry partners, sent a joint letter to BGIS outlining issues related to consultant contracts. When BGIS issued the Request for Standing Offer (RFSO) last month, the industry’s recommendations and feedback had not been included. As a result of an RAIC Contract Alert, an Ontario Association of Architects (OAA) RFP Alert, and a meeting on June 14, BGIS cancelled the RFSO.

The RAIC continues discussions with BGIS to reconcile concerns and establish balanced and workable agreements with consultants. Deborah Farrow, FRAIC, the RAIC’s representative to the Federal/Industry Real Property Advisory Council (FIRPAC), led RAIC’s feedback with the help of the RAIC Practice Support Committee, RAIC President Allan Teramura, FRAIC, and board members Emmanuelle Van Rutten, MRAIC, and Jonathan Bisson, MIRAC.

The RAIC advocates for members and the profession through regular meetings of FIRPAC, a forum for discussion between federal government departments and the private sector.

Advocacy continues with federal government service providers, including BGIS, on an ongoing basis. If you are aware of regional concerns with respect to federal procurement, (through service providers or otherwise), projects or policies, please contact Deborah Farrow at firpac@raic.org.
