"This project was devised to celebrate the essence of a place that had gone into decline. Specific interventions are at a fine pedestrian grain and have an undercurrent of commemoration. It is effective without being sentimental. Members of the jury were impressed with the degree to which this previously moribund series of spaces were effectively rediscovered and animated with high-quality pedestrian spaces."
