Position Summary
As a member of a project delivery team, the Capital Projects Analyst is responsible for the project administration, financial control, and project management support in the delivery of Municipal Infrastructure projects from inception through to the design, tendering and construction phases.
Key Duties and Responsibilities
Delivery of Capital Projects:
- Create, maintain and track financial, procurement and budget data
- Track and update capital program information
- Coordinate the close of capital accounts and accruals
- Process payment certificates, invoices and holdbacks
- Respond to and ensure proper resolution of project issues and payment discrepancies
- Generate purchase orders and change orders as required
- Account reconciliation between division records and corporate financial records
- Coordinate the division's financial project status report
- Assist with project administration and scheduling
- Assistance with capital planning process
- Assist with Procurement activities
Project Management Office (PMO) Support:
- Maintain the PMO Manual, templates, forms, flowcharts
- Audit the use of the PMO Methodology by project staff
- Perform all PMO committee-sanctioned updates to the PMO Methodology
- Assist with Data collection and KPI’s reporting for Divisions/Department
- Support Lean process reviews
- Assist with managing and tracking of Divisions/Department roster assignments
Stakeholder Management Support and Customer Service:
- Assist with Communication Management on capital projects
- Distribute Public Notification Notices according to a project's mail-out list
- Coordinate Public Information centers
- Assist Project Managers with enquiries and complaints from stakeholders
Records Management:
- Maintain database records for engineering drawings
- Other duties as assigned
Education and Experience
- 3-year Diploma in Architectural/Civil Engineering or related discipline
- 3 years experience
Required Skills/Knowledge
- Proficient in Microsoft Office Suite, financial control software (i.e. SAP), Microsoft Project and Microsoft Visio
- Basic knowledge of the design and construction process in a municipal environment
- Strong organizational skills, attention to detail, and time management skills
- Enhanced numerical abilities
- Strong analytical and problem solving skills
- Basic knowledge of design drawings and specifications
- Basic knowledge of standard form/construction contracts
- Knowledge of municipal procurement and financial control
