The Provincial Health Services Authority (PHSA) works with the BC Ministry of Health, BC’s five regional health authorities, and the First Nations Health Authority to bring health care closer to where BC residents live, to promote health, manage chronic conditions, and reduce the burden of illness. Reporting to the Chief Infrastructure and Sustainability Officer (CIS), the Senior Executive Director, Major Capital Projects (SED) is accountable for developing, leading and implementing all PHSA large capital projects (over $100M), which encompasses overseeing the planning processes, establishing guiding principles, overseeing clinical and facilities design and construction, and ensuring the vision established for the designated projects is met for the organization, its patients, care providers and local communities. Duties include the planning, deployment, and evaluation of related physical, financial, and human resources in support of the strategic and operational needs of the organization and making decisions involving the project contractors. Projects may include multiple phases and delivery methods concurrently, including Design-Build (DB), Construction Management (CM), Alliance and Design-Bid-Build/Stipulated Sum. This position also provides leadership and direction for land and major capital development, property acquisition and disposition, and real estate project planning.

The SED, Major Capital Projects, oversees site planning, business case and feasibility study development including all aspects of project management, budget control, procurement strategies, contract negotiation, dispute resolution and oversight of projects from planning and design through to construction and commissioning. The incumbent liaises, negotiates and represents PHSA’s interests internally with senior leaders and externally with various levels of government, health authority partners, foundations, private sector partners and community groups including Ministry of Health (MoH), Ministry of Infrastructure, private developers and other private sector organizations.

The ideal candidate will be an inspiring leader and collaborator, with an impressive project/program management and construction management background along with a successful track record of planning and delivering major capital infrastructure through a variety of capital procurement methods, and the proven ability to work effectively with a diverse range of internal and external stakeholders/partners. They will have led the construction of a number of high-profile projects within a complex healthcare or similar public sector environment. The SED, Major Capital Projects’ skillset encompasses risk management, team development, relationship building, political savvy, financial acumen, innovation, consultant/contractor management, and stakeholder collaboration in the development of all planning, design and construction processes. The incumbent will be a superb listener, an empathetic team builder, and a trustworthy expert who can bring a high degree of credibility to the role.

The targeted salary range for this position is $170,841 – $224,228 annually, supplemented by a competitive total rewards package.
