Edmonton’s zoning makeover is an opportunity for equity

Advancing equity is a journey that requires constant research, reflection, sharing, and evaluation. The process is often just as important as the outcome, and through looking at the results of equity work, we sometimes neglect how the journey itself contributes to a more inclusive and compassionate society. How can land use regulations be written to support equitable outcomes? Hear from Dr. Sandeep Agrawal, Jason Syvixay, Felipe Canavera and Livia Balone, who will highlight how Edmonton's Zoning Bylaw Renewal Initiative has prioritized new ways of listening and learning — amplifying underrepresented voices and stakeholders often excluded from the conversation — and new tools from a GBA+ and Equity Toolkit to podcasts and engagement, to help consider and address equity during the regulation writing process. 

Learning Outcomes

  • Participants will be able to summarize the City of Edmonton’s approach to advance equity in zoning;
  • Participants will be able to explain the requirements of zoning and the role of architecture and design in supporting and furthering equity;
  • Participants will be able to describe how development regulations contribute to inequity;
  • Participants will be able to articulate why city builders of all backgrounds should reflect on their privilege, assumptions, and the biases in their work, and work towards meaningful action;
  • Participants will be able to define what relationship-building with underrepresented and marginalized groups entails.

Subject Matter Experts:

Dr. Sandeep Agrawal (RPP, MCIP)

Dr. Sandeep Agrawal is a professor and Director of the School of Urban and Regional Planning at the University of Alberta. He is also an Associate Chair in the Department of Earth and Atmospheric Sciences. His research interests vary from sustainable urban and rural planning, multiculturalism, Indigenous issues, and human rights.  Dr. Agrawal has authored two books, in addition to publishing about a hundred refereed and non-refereed articles. Locally, he has also served on Edmonton’s Subdivision and Development Appeals Board and Alberta’s Municipal Government Board. 

Felipe Canavera

Felipe Canavera is an urbanist and designer working with the Zoning Bylaw Team at the City of Edmonton. He received a Masters in Urban and Regional Planning from the University of Alberta and did his undergrad in Architecture at the UNAL in Bogotá, Colombia. He has worked on the boards of nonprofits pushing for better urban mobility, design, and development in Edmonton. 


Jason Syvixay (RPP, MCIP)

Jason Syvixay is an urban planner and Ph.D. candidate who convenes dialogue around pressing urban issues. He has helped to build safe, resilient, and equitable places and policies through his work at the Downtown Winnipeg BIZ, HTFC Planning & Design, and the City of Edmonton. 


Livia Balone (RPP, MCIP)

Livia Balone is the Director of Edmonton’s Zoning Bylaw Renewal Initiative at the City of Edmonton. With more than seventeen years in the industry, Livia has a passion for continuous improvement. Livia is excited to advance changes to Edmonton’s regulatory environment to achieve the City's vision, support better development outcomes, and create a more inclusive and compassionate city.

Alberta + NWT Regional Director, Royal Architectural Institute of Canada Board
 
Cynthia Dovell is the owner of AVID Architecture and the Alberta + Northwest Territories Director of the Royal Architectural Institute of Canada’s Board. Having lived in over 20 urban and rural places across Canada, she has a deep knowledge of its varied landscapes and communities. Through working with diverse peoples and organizations, she has become adept at meeting diverse needs through human-centered design that supports community wellness. She has also taught architectural design at Athabasca University and through AVID Architecture has created the Building to Thrive™ training program aimed at inspiring developers to create buildings that support community wellness. Aiming to inspire joy and connection, her architectural and educational work is both functional and artful.
