The RAIC Edmonton Network invites to you a virtual public event exploring the shifting core values of the public good, such as those highlighted in the new City of Edmonton ‘The City Plan’. Join to hear invited speakers, keynotes, and an audience Q&A cover topics including The City Plan and Zoning Bylaw Renewal Initiative, designing for wellness, climate resiliency, and values-based codes.
At the conclusion of this event, participants will be aware of Edmonton’s new major planning framework for The City Plan and Zoning Bylaw Renewal Initiative and will learn how shifting to value-based codes approach improves health, well-being, cultural inclusion, and sustainable building practices.
Learning Outcomes
At the conclusion of this session, participants will be able to:
- Differentiate between traditional and values-based codes.
- Describe how wellness guidelines are being integrated into local regulatory municipal bylaws in Edmonton.
- Describe environmental, social, cultural, economic, changes in local regulatory municipal bylaws in Edmonton.
- Apply values based bylaws in design to generate sustainable building projects.
- Apply values based bylaws in design to enhance public realm space.
KEYNOTE SPEAKERS:
The City of Edmonton Zoning Bylaw Renewal and City Planning Team:
Livia Balone and Shauna Kuiper will provide an overview of The City Plan and major projects working towards implementing the plan, including the Zoning Bylaw Renewal Initiative, District Planning and Growth Management Framework. The presentation will also touch on the 15-minute city concept, Economic Action Plan and 1.5 Climate Action Plan, and provide information on future engagement opportunities. Edmonton’s new City Plan is a combined Municipal Development and Transportation Master Plan that sets the strategic direction for Edmonton’s growth, mobility systems, open spaces, employment, and social networks. Achieving The City Plan’s land-use concept and welcoming one million more residents will require substantive changes to current city planning tools and Edmonton’s Zoning Bylaw. The Zoning Bylaw Renewal Initiative, District Planning and the City Planning Framework projects work together to transform how the City plans and regulates land development. These projects will streamline and simplify the land development process, so all Edmontonians have the necessary tools to build the city envisioned in The City Plan. Edmontonians are at the heart of The City Plan, and the architectural profession will help implement the City’s new policies and bylaws through professional practice.
Lesley Bain, FAIA, of Seattle-based Framework Cultural Placemaking, is an architect, urban planner, and lead author of Living Streets: Strategies for Crafting Public Space. She will present Values Based Codes: Exploring Tools for Shaping People-Centered Cities. City Plan, Connect(Ed)monton and other vision documents strive to promote neighbourhoods that are people-centred, vibrant, healthy, equitable, creative, thriving, and resilient. Yet the question remains, how can we evolve our regulatory tools to best deliver these visions? Use-based zoning and form-based codes are often not sufficient. Nor do market forces on their own support the development of cities driven by community values. What tools do we have to work with, and what new tools are possible to move us toward more visionary cities? What mechanisms can help create, preserve and activate the social/cultural spaces that we love? Lesley and her firm have worked on many sides of these issues and believe that architects and planners are necessary participants in creating not only beautiful buildings, but "beautiful policy." Especially her work in arts and cultural planning has given her a perspective on how to adapt regulatory tools and processes to better support community visions for vibrant neighbourhoods, and she is pleased to share those ideas with cities facing similar issues of positively directing growth.

Shafraaz Kaba, Co-Chair of The City of Edmonton’s Energy Transition and Climate Resilience and Adaptation Committee will present “Climate, Covid and the Economy: How We Can Solve the Triple Threat Through Collaborative Design."
Jonathan Monfries, Urban Planner and Research Assistant at the University of Calgary School of Architecture, Planning, and Landscape, will summarize his research “Designing a City for Wellness – Policy Edition.”
