The University of Victoria is growing,and on their behalf, we are looking for a dynamic high performing Project Manager to join their team. This individual, who possesses renovation, new construction and/or program management experience, will be a great addition to their ever-expanding Project Management team. The entire Department’s branches work as a team to ensure a University level standard of customer service delivery. They take exceptional pride in delivering effective capital projects, while ensuring the safe and efficient performance for the operation and maintenance of campus buildings.

Reporting to the Associate Director, Project Management Services, the Project Managers provide direction and leadership in the undertaking of strategic planning and delivery for new capital projects for the university. These positions lead project stakeholders through the capital planning process, providing guidance and support to planning within the framework of the University’s 5-year capital plan, sustainability policy, space guidelines and the departmental service plan. The role requires flexibility to work weekends or after hours. The Project Manager utilizes their extensive knowledge of capital project management, planning, design, construction, and project administration to deliver on their responsibilities in a manner appropriate for the project conditions.


  • Manage projects during the development of contract documents, tender phase, and administer the project during the construction phase
  • Actively manage the tendering of projects and manage the consultant preparation of contract documents
  • Participate in consultant meetings, monitor the process and consultants’ minutes and reports for accuracy and comprehensiveness
  • Prepare service requests to in-house trades and Purchase Requisitions / Orders for external goods and services
  • Lead the planning of renovations to university buildings and spaces, and at times pre-plan major projects in advance of turn-over to other staff member for delivery
  • Establish initial project requirements including identifying resources required for the project
  • Coordinate closely with the University of Victoria Campus Planning and Sustainability Department to ensure projects conform to the Campus Plan
  • Maintain up-to-date best practices and implement standard university project management workflow procedures, forms, and templates for managing major construction projects
  • Establish Project Budget Control reports to identify the approved budgets and the forecasted total project costs
  • Maintain records of consultant and contractor performance
  • Maintain current knowledge of relevant legislation, regulations, policies, guidelines, and best practices
  • Manage consultant teams to ensure delivery of full scope of services, and evaluates performance
  • Prepare consultant contract documents as required for provision of project related services
  • Request revisions and undertake value analysis processes as required
  • Oversee design review, check consultant design documents for accuracy and conformance to University policy
  • Contribute to implementation of the University’s Sustainability Action Plan
  • Ensure high performance and green building standards are incorporated into capital projects and facility renewals
  • Develop written scopes of work for the hiring of professional consultants
  • Request revisions as may be required, and make recommendations to the Director for approval based upon alignment with project requirements


Skills & Qualifications:

  • University degree in Architecture or Engineering; or diploma in Architectural Technology and applicable experience
  • Registration in a relevant professional association in British Columbia (PMP, LEED® AP, Gold Seal Certification)
  • Eight to fifteen years’ experience in an intermediate to a senior project management role
  • Proven effective leadership and performance management of direct and/or indirect staff
  • Able to coach and mentor staff in aspects of the profession such as leadership, project management methodology, industry standards, people skills and navigating politics
  • Extensive knowledge of capital project management, for construction projects of varying type, size and complexity
  • Able to provide effective briefings, seminars, and presentations, to both small and large audiences
  • Able to create detailed major capital project budgets ranging from $50K to $100M
  • Knowledge of high-performance building systems and design, LEED-Gold requirements and processes, and other sustainable and green building practices
  • Improves work practices to achieve desired results and support productivity
  • Demonstrates adaptability and resilience in response to changing work environments and demands
  • Communicates effectively in conversation and writing with a broad range of people
  • Values diversity of the university’s people and their cultures
  • Demonstrates an understanding of the university’s vision, mission, and goals
